Integrated Infrastructure Management

This week the lecture notes (please read the lecture note to be uploaded)refer to supply chain as the collaboration of various stakeholders. It reminds me of situation that a company I am working with at the moment is facing. This company is involved in large construction projects and their business is about cost management. They are hired by the client or recommended by the architect to deploy their quantity surveyors in site. This staff ensures that materials and services are delivered on time and on specs. However there are frictions in the supply chain as they tend to apply too strictly certain rules and some suppliers are unhappy to be dealing with answers such as: "it is in the contract" and there is little room to negotiate. The company thus is trying to expand the horizon and understanding of its quantity surveyors. According to your experience and / or the literature, which measures would you develop to have quantity surveyors developing better relationship management skills?
